The meeting was called to order at 9:00 a.m. by Cochairman Ken Levin. A motion was made by Jim Bechtel   
and seconded by Barbara Traskos to approve the minutes of the July 6, 2009 meeting with no changes.  

Jim Bechtel, Ken Levin, Tom Keogh, Elizabeth Chamberlain, Joanne DiCamillo, Barbara Traskos and John Forbis voted in favor. Nina Peck abstained as she had not attended the July meeting.

1.  Public Open Forum
No public participation.

2. 62 Lyme Street – Window and porch column replacements – Denise Collins
Denise Collins presented plans to replace the curved, fluted columns on the front porch with square columns to match the pilasters on the new garage addition. Nina Peck recommended that the new porch columns be curved without fluting and with a 10” base and a 7” diameter top to match the existing columns on the south side of the house and with capitals and bases to match the garage pilasters. The HDC would like to review and approve a drawing with dimensions and materials before the columns are constructed.

Action: Leave builder’s drawing and materials information at Town Hall (Denise Collins).
            Check drawing and approve (Ken Levin, Jim Bechtel and Nina Peck).

The Collins’s also wanted to replace the existing 2 over 2 windows facing Lyme Street with 12 over 1 windows to match the gable window installed by the previous owner and also for the new windows on the garage addition to match the gable window. The existing windows would only be replaced in the front of the house (not on the sides). Nina Peck felt that it would be preferable to keep the prevailing 2 over 2 style window throughout. Mrs. Collins agreed to keep the same 2 over 2 style for the window replacements in the front of the house.

3.  HDC – Plaque Program Update – 8 Lyme Street Plaque - Ken Levin, Jim Bechtel, Martha Hansen
The 8 Lyme Street plaque has been changed to read “Woodward Griswold ca. 1923” due to additional information from the land and census records. It was discovered that the property was quitclaimed back and forth between Woodward Griswold and Nathaniel R Sheffield in 1933 in order to change the form of ownership to Woodward and Clara Griswold as Tenants in Common.  

The plaque for 112 Sill Lane (Edward DeWolfe ca. 1707) has been installed. The plaque for 108 Sill Lane (Oliver Lay ca. 1840) has been delivered. The research for 70 Lyme Street is nearly completed. It appears to have been built by William Dempsey in about 1873.

Action: Finish research on 70 Lyme Street (Martha Hansen).
               
4.  Handbook Reprint and Grant Application – Jim Bechtel, Martha Hansen
The grant application received preliminary approval in July and should receive final approval by the end of September. The funding period has been extended to August 30, 2010.

Action: Keep the HDC updated (Jim Bechtel, Ken Levin and Martha Hansen).

5. Church Corner Update – Ken Levin
The drainage work has been completed. The project is expected to be completed by the end of October (under budget of $600,000). The town has received the STEAP Grant of $425,000.

6. Business News (CT Trust, National Trust) – Betty Chamberlain
Betty Chamberlain passed around a copy of the latest issue of Preservation News which has an article on the new American College of Building Arts.

7. Secretary’s Report – Martha Hansen
Old Lyme has received the Preserve America Community Designation and a Preserve America sign. There was a discussion about the best location to place the sign. The discussion will continue at the next meeting.

Some HDC members are still not receiving the CT Trust newsletter.

Action: Check with CT Trust about the newsletter (Martha Hansen).
        
8. HDC – Any other new or old business to come before the Commission

By way of a letter from the First Selectman to Paul Sagristano, the HDC learned that the Town has granted a new driveway permit to 21 Lyme Street. Conditions of the permit require Mr. Sagristano to discontinue the use of the north driveway, remove the concrete apron, and turn the gravel drive into lawn.
Per its CofA, the HDC is still awaiting a landscape plan for the project (although construction has already begun). Nina Peck is not supervising the project, although she drew the plans. She recommended that the HDC keep an eye on the construction to make sure the contractor follows the plans since there will not be an architect to oversee the project. The building inspector is mainly concerned about compliance with the building code.

9. Adjournment
        Tom Keogh moved to adjourn the meeting at 10:25 p.m. The motion was seconded by John Forbis
and passed unanimously.
